Something like that happened with me. Well, it was a 110 volt IBM PC XT, whit a green monitor. In my country, we have 220 volt. Anyway, that PC wasn't as rare as yours.

If it's from Japan then it will want 90v AC rather than 110v AC... check the power supply caps.... I'd imagine at least one has failed.
