  • @ winterbadger it's assumed that the lucky people speaking English at all are the cream of the crop the DPRK produces, the ones afforded chances to excel and learn. So yeah, the best and brightest North Koreans might speak better English than the general Japanese population.

And I never said that money was a must. I pointed out the poor conditions in which a lot of the buildings are. It's the government's job to provide better facilities. Meanwhile, the political and military elite in N. Korea have access to far better resources than the people. It's hypocritical inequality.

    South Korea? Military threats? The only one doing the threatening is N. Korea. Anytime anyone so much as scoffs in N. Korea's direction they instinctively respond by threatening war. They're the ones firing missiles and doing nuclear testings. The only reason S. Korea still has mandatory military service is because of N. Korea. The South does not want a war: war would take a sizeable toll on their economy, which is currently doing well.

And if they do attack NKorea first they will get one warning by Russia to stop their attack. And they will stop it, leaving South Korea to face North, which is supplied by Russia and China. The table turns upside down if NKorea makes it's first move. Actually they are so fucked up that they already sunk a South Korean ship, but don't take credit for it. Funny.
