They're pretty beast, no doubt about they. But the common police cars you see (Crown Vict's) are governed at 130MPH; not to say that some police departments don't remove the governor, because they do. And they let the police catch up because you don't have a very good chance of overtaking a vehicle on the shoulder at 100+ and not wrecking. Don't forget, shoulders are NEVER debris-free when you get in them.
