I think what both songs tap into is one of the common recognised "sounds" of celtic sourced Appalacian musical segments. That's why they both sound similar in places and why they work so damn well individually, and together here ! The basic musical root is STRONG and DEEP ! Parton is often wrongly associated with the Appalichian sound but "Jolene" IS from that musical background and is fantastic. Stan Ridgway ofen hints at this type of sound eg with "Camoflague".
