Its actually in one of the daedra shrine quests - go to sheogorath's shrine with lettuce, yarn and a soul gem (I can't remember what kind) and he sends you to borderwatch to kill sheep, attract giant rats and eventually the sky goes red and flaming dogs fall from the sky.

you can walk in air by entering a cheat code. open the console with ^ and type in ,,tcl'' and press enter. now the cheat it is activated. deactivate it with doing the same again.

it is normal that u can use the spells only once a week.
