Keith didn't win because he didn't possess the 'whole package' needed for the role of Joseph. He had a great voice, but was weak when it came to other aspects like acting and movement. He also lacked the good looks and toned, muscular body for the role of Joseph (it's mentioned in the lyrics of one of the Joseph songs that he has a 'handsome figure').

Lee (the eventual winner) had all of the above attributes as well as the great voice! Hence, he won!
