I think ladedabob's comment is preposterous. While I agree that the word "terrorist" is a painfully ambiguous term that leads to misrepresentation and can be shifted into any direction and that should stop being used in general, it is pretty clear that these people are referring to people that resort to "illegal" violence in direct attacks against the public.

@ErikNikolai Looks to be a photo from the Stalin/Truman meeting July 17th 1945, which means Nazi Germany had recently fallen, but Japan was still up and running, so the war was technically still going on and they were allies at the time. Truman was also the president that authorized the A-Bomb attacks on Hiroshima and Nagasaki, unless my memory fails me, so I think it's more about truman than Stalin, but it might also be about the alliance that in Bills opinion protected the world during WW2.
