I cryed when we had 2 Acura Legend coupes to lock up. I mean 92 legend coupes one auto & the other manual with no rust, only had 120k. I lost sleep over it.

Nobody needs to "take clunkers off the road" from a position of presumptuous authority. Individuals making individual decisions eventually take clunkers off the road naturally--as a product of the Invisible Hand--when these individuals are no longer willing or able to keep them on the road and would rather have the scrap payment than try to sell the car. That's the most efficient means of using our automotive resources. What we are seeing here in C4C is the most wasteful means.
You are exactly right. I've been saying all along that if for some reason that peak oil is true, for instance, if the price of oil goes up, people will drive less. This would be particularly true with the cars that get worse gas mileage. So it's a natural process, really. You don't have to destroy anything. The price goes up, people don't drive them.
Unfortunately, some of those REAL clunkers couldn't be taken off the road under the CARS qualifications.
Let's say, for instance, you had a 1992 Chevrolet Cavalier. High miles, the transmission has some minor issues, the engine is consuming some oil, coolant leaks, and some minor brake problems. The car would actually not qualify for CARS because of its fuel economy as rated by the EPA.
If you have a 1999 Honda Civic whose engine is blown. It doesn't quality because it's not drivable.
You have a good point. A well-maintained engine does not pollute like a poorly maintained machine. If we are going to get all Keynesian (and I think this is a wrong-headed policy), it would be better for the environment (if this is a real problem) to help people get their cars up to where they don't pollute. This could be done voluntarily with appropriate incentives. Of course, I don't trust the government as far as abuse of the program. They might try installing GPS!
If the engine was scrapped because of, say, a cracked plastic intake manifold, which leaked coolant into the engine and caused it to seize. It doesn't qualify.
But, if that same car had a perfect drivetrain and everything was immaculate and drivable and you owned and have had insurance for the car for longer than 1 year, it qualifies. It's hardly a clunker because it runs and drives perfect, but it has lower than average MPG.

Economic downturn brings prices down, service up, and if you are willing to work there is never a worry about being without a job. Those without jobs are either too prideful to do work they don't like, feel too good to do work that pays less than their previous job, don't want to work, or refuse to adapt to change.

If the need and the means are available, periods of recession are the BEST time to buy a new car. Incentives and dealer flexibility improve due to the laws of supply and demand. As for taxes, the American people are taxed to the extent they allow. It's time we vote for those who will end the IRS and endless spending.
