I am sure that what she is referring to is that Israel was carved into Palestinian land to make a place for Jews. The land was Palestinian land. It was this land that the state of Israel was carved into. Thus she uses the word "implanted" meaning something from the outside put inside. She feels the oppression and her reference of the word implant evokes thoughts of what it would be like if Israel had never been imposed on them. I think this is a natural thought to have, in her place.

The British reported in absolute terror and horror what the Arabs did to Jews in 1929 in Hebron, the level of inhumanity by Arab neighbours against their Jews. When Jews were persecuted in (modern) Jordan, Iraq, all because of an Israel that did not yet exist. And this is mostly from the modern era when proper records are more available, who knows how many incidents, persecutions, killings in the era before, where record keeping is, at best, vague. It was never Israel, it was about denying others their futures.
