It's easy to say any comedian stole a joke because they're based on real life and that's what comedians talk about. If you focused on one comedian you will see similarity in jokes at some point. Mencia just had bad timing and Rogan is out for exposure. He was making a comeback to comedy at the time this started up. "Stealing" of jokes isn't the right question or focus for what's going on here.

Rogan might have been influenced by the other comic. Both made told jokes about why the T-Rex was angry all the time. However Joe's joke was more about how come the T-Rex never evolved.
