It's never enforced but it's to protect the driver. Can you imagine making a turn or just driving at night and some drunk wearing all black walks in front of your car? The driver would go to prison for man slaughter! That is unless you can say the pedestrian was J-walking. There are well lit cross walks on every block or street intersection.

. . . With the laws in the state I am sure that would make sense. But in my country, if the person/persons are drunk and were running around a freeway/highly traffickated (dammit can't seem to get the spelling right!) road, they them selves would be to blame not the driver. I and several other of my friends can get so wasted that we forget each others names, but we still stay the F- away from highways. Its almost physically impossible to get in that situation here there for my reaction.

Just so you can get it in perspective. Here:

Your NOT allowed to walk on the highway/freeway because You will die if you do.

There is only access ramps leading to highly traffickated roads no sidewalks or other means. Speed limits are 50km/h 31.07 mp/h on roads with supervised crossings inside cites and 30km/h or 18.64 mp/h in populated areas, often lower. And here you have to stop for pedestrians at a marked crossing or you get a fine. Hell if you didn't stop for me, i could report you¤_¤
