Actually then can add these messages using the inflight entertainment system when there are seatback monitors. I was on a flight with the inflight map as we were approaching Frankfurt a message popped on the screen and it said"We are about to Land in Frankfurt please fasten your seatbelts and stow your tray tables". After this message the connecting gate information was displayed.
They have closed caption on announcement on TV but depends if they have TV on airplane. But of course, there's another announcement was like "we are about to land, please put belt on" something like that, we can't hear that. But some Deaf people can take their interpreters if they want. But if don't, they could go travel themselves. I think that is a good idea though.
Text messages on LED board, that seems good idea, but most Deaf people have problem to understand english grammars, that depends on who have bad education background, so as you know some deaf people need DI ( Deaf Interpreters) anyway, I think that should teach all stewards to learn ASL in every airplane anywhere in North America ?? Why not video on TV like movie or something so deaf people can watch sign language interpreters to explain safety procdures like replay video on every departures.

It doesn't have to be typed in the message while the person speaking the rules. Can be done in pre-recorded messages.
