selphie0479, 2 get 4th weps u should do hard mode, and stages like 7, 7-x, 8, 8-x, and otherwise do chaos mode on Wu-5(or 4 i forget). This has boxes with weps and u can easily get 4th weps.

the answer to your question is simple, and problem with most Tier List discussions even today:

When we analyze a character's capabilities and maximum potential, we simply look at what he/she can do in a variety of scenarios. Lets say there's a character that had a "win" button, that killed everything in one hit with an area of affect of the whole screen in front of the character, but had no other good charge attacks at all.

Lets also suppose this "win" button is just triangle, or C1.

Wouldn't you think that this character deserves top tier?

The concept here is to not nail characters for disadvantages that can be avoided. Because afterall, if it can be avoided, it is not a disadvantage. There's no need to purposely use any of Guan Ping's other charge attacks, to

1) bring him down

2) bias his maximization

In a fair maximization Tier List, versatility means how many different or unique important scenarios a character can handle, not how many useful charge attacks a character has. This is the exact reason why Lu Bu is a top tier character in DW5XL. He has one (relatively early) move that does it all.

Yeah your right, hey I never said Guan Ping was bad, he was my first character to max and I thought variety of decent charge attacks would be a factor in deciding how strong a character is. And I found it 10 times easier to max Zhou Yun (second character to max) than Guan Ping simply because Zhou Yun could piece through officers quicker, despite the uberness of Ping's C4.

actually you have a point there, and I understand what you're saying very well. In fact, the perfect Tier List would be to analyze all the characters from fresh to maxed out, and everything in between, in order to come to a conclusion of how good characters are in the game, in its entirety.

Yeah you're right there. that would require waaaay too much time and effort, and I think overall how a character performs would fall upon the person playing as them. I mean if my 2 eyar old cousin used your maxed out Diao Chan he'd die in like 2 seconds!
