They must have gotten tired of all the scripts and done they own thing. I think they lived for the audience that were the camermen, etc. The kiss was planned and everyone got a kick out ot it, knowing the X-files audience wouldn't see it. I saw this blooper just a couple of days ago for the first time, and I heard exactly the same...! Couldn't believe my ears, played it over and over again, but the remark still stands: "I'm gonna suck your..." Can't make anything else out of it... If I remember correctly, the shot used in the movie is just of Skinner talking on the phone, but you don't actually hear what he's saying (I think someone sees him through a door). My guess is that he's bored, and just saying whatever comes to mind! I would probably do the same thing if I were in his place... :-)
