It would destabilize any country and it's a politician's job to ensure that doesn't happen. If it means painting a rosy picture for a potentially grave situation in public to make sure the country doesn't descend into chaos, then so be it. A country in chaos cannot react as efficiently to a disaster as a country blissfully unaware.
