I have never tried to germinate Orange seeds. I wonder if putting them in the fridge after they have dried would stimulate them. Also remember to keep them, when germinating, in an air tight container, no light and in a nice warm spot 80 to 85 degrees. Check in five days as fungi might start to take place. Also do not use Chlorinated water.
If there is always too much water, why don't you just use less than a shot glass lol
