Iraq did have weapons of mass destruction at one point and he used them against the kurds wiping out an entire town and thousands of people.  Whether or not he had them prior to the second Iraq war is another matter but at the time of the first Iraq war over Kuwait; yes he had them. Did he keep at least some of them?
