Val Rosing was prolific and made some very good records (though I am not sure this is one of my favorites. You can find Val Rosing's CD at his web site by Googling him. i love his version of St. James Infirmary, Sweet Sue, Try a Little Tenderness and of course, Teddy Bears Picnic.
I respectfully disagree on an inherent level, although at the same time it's not so much "lifeless" as it is a movie rendition of a song. I believe Val would have done much better were he rendering this on an album.

I hate to be such a contrarian,
because I adore this delightful, lilting song,
but I have never heard such a dull, lifeless version
as this one. This whole clip sucks eggs.

Probably. And you have to remember he was doing it like this as a direct contrast to what Formby's character subsequently did!
