Ummmm.. Me thinks not. Those are asian "flying carp". They are an invasive species that were accidentally introduced during the 1990 floods across the missippii valley region.

It's a defense mechanism. They look like Asian Carp but smaller. Maybe just a young population. Anyways, they jump cuz they're scared. Check out the videos on Asian Carp on the Mississippi.
