Store owners should lock there doors and break out the mace & tear gas in order to make arrests. Same with the clothing stores that get robbed by gangs of kids. You must lock in the crooks, then get bats, guns, mace, whatever it takes to subdue them until the police arrive. If some get shot, it's their fault.
