As a Trash Collector myself, I find this practice to be abhorrent. The driver should set up his route so as to be able to equally fill both sides of the truck without resorting to this. This is certainly not sponsored by Recology.

not every crew does this. so if you tell the city or call recology( the company collecting the waste) it could possibly stop. and about the people getting fined for recycling imporperly yes the should continue to get fined because most likely the recycling will get recycled

Call the city or company and tell them
