He is lucky to have an owner who will look after him instead of having him put down. I think he may also be suffereing from fits as a result of his stroke. Best wishes to you and your little bird.
@kiki16sai I read somewhere that mixing a hard boiled egg with a ground up biscut with a bit of honey is very good for elderly budgies. It gives them a great source of protien, starch and sugars. Give it a try, I hope it improves his physical abilities.

@2008emitan 鳥かごに付いてたでっぱり（？）です。
普通に生活していた時、そこがお気に入りでいつもいました。
なので鳥かごが危なくて箱生活が強いられるようになったけど
慣れた場所がいいだろうとかごから外して置いています。
夜はタオルケット3枚がけで保温保温です（＾ー＾）
