I was at grammar school 50 years ago and even then we threw satchels from balconies and used some graffiti. I think the balconies will become the focus of pranksters and the open spaces create a noisy environment. I remain to be convinced that it will acheive it's aims.

there's too many balconys there might have acidents and what are they going to do about kids that are disabled! there's surely going too be problems.
