Imagine that she is doing this simultaneously! The plucking of the bass strings, the placement of the percussive downstrokes and the seemingly offbeat strumming somehow "blends incongruently" to her singing. Emulating this performance successfully as a musician pales in comparison to inventing it.
That guitar rhythym is hypnotic. She's just amazingly talented. This is one of my favorite Joni Mitchell pieces. It's very reminescent of her 1972 song, "For the Roses."
