YOU will always be able to see all of your own friends. If you "preview" as another friend, they will only see friends in common..

And just because the timeline box that shows your friends says "see all" it doesn't actually show ALL friends, it shows all friends in common. If a friend comes to your page that you have no friends in common with, they will see a blank friends box, and the box at the top right of the timeline will be gone.

the video above actually works...but currently I think there's a bug which will still keep the "See All" option on ur friends list when you view as within ur account. However, when actually another person logs in he/she/both ;) won't be able to view it. I hope this helps.

It works on the bar that lists about, photos, likes, etc. but if you "view as" someone else, that view changes to mutual friends. But look on the timeline and it still will show your entire friend list.
