@dragon411320 the story is: the guy was in fact making the nazi salute, apparently yelling nazi slangs, letting know he was one and annoying the people around him. apart that the band or at least Layne saw the guy doing it. the other fans were pissed off and were complaining. the guy apparently started the crap with the song before Rooster. Layne along AIC were and are concious guys, with a very humane nature who dislike discriminations of any type.

This one is from Stockholm, Sweden and the one he's smcking is a skinhead who earlier shouted something nazi-idiot word. Layne was close to hit him once more later on, but was stopped by Jerry or Sean, don't remember which one of them. Part from this it was a great concert. Layne even made some funny "Swedish chef" from the Muppets, which was highly appreciated (we love the Swedish chef over here, but nobody understands what he's saying, lol). I think in fact Jerry is calling Layne back on stage

The guy was a skin head and I'm sure he was saying all kinds shitty stuff during the concert, I'm SURE it had to be pretty bad cuz Layne was known to be a pretty nice guy. Hope that helps.
