well it wasn't layers it was adding a batch folder into Premiere pro 2.0 then dropping the photos into the timeline where i want them, and the length i want them, then editing the video to the music track i recorded, then exporting final product.... but yes you can do this in movie maker, it will just take you a reallly long time without the batch import. its over 400 photos.
