can anyone tell me why it is x items or fewer instead of less? and slowly instead of slow?

Few is used with words you can count while less is for you can't. Example ,liquid; you can't count liquid so you may use 'less' in a sentence like: Water becomes lesser. And you shall use fewer because you are comparing it from 15 items.

When you are describing a verb (drive), you should use adverbs(slowly) rather than adjectives(slow) which are used for describing nouns or pronouns. Here in the Philippines, you will see many errors in grammar. Sad to say but true!
