They've said that yes, Atlantic is very much like the Water album, but they never said it was going to be on the Water album. You might be thinking of Daedalus, which was going to be on Vheissu, but they couldn't polish it up enough until The Alchemy Index.

@ALivingGrudge Around the Time The Alchemy Index was to be Recorded the band was thinking of adding this song to it but figured that Vheissu was already to far ahead and decided to keep it on the Album. That's y i said that it was goona be on the Water disc of the Alchemy index.
