I really couldn't say for certain if it is truly being thought up, however I do not believe in conspiracies. Any such union would take an Amendment to the constitution, despite what certain people think a real Union could not be done by the Executive Branch alone.
And it turns out that such a Union is being planned, then I think the merits and problems should be discussed without throwing around anti-government rhetoric.
In my personal opinion, I doubt it is in any stage of planning.

His largest fallacy is that there is a reason for a Union. In truth, such a Union would not benefit the US.
Even if we wanted to, then it would be difficult to amend the constitution. Requiring either 2/3 of the Congress, or 3/4 of the states. The Executive is not involved.
