Charging isn't necessarily just when you leave your feet to make a hit, it's literally when you charge someone. You target them and charge at them to deliver a violent hit. It's described in the NHL rulebook as:

"the actions of a player or goalkeeper who, as a result of distance traveled, shall violently check an opponent in any manner". This wasn't a violent hit, he was just finishing his check and the glass happened to shatter.
