Its called a "Strict Liability " Law. Regardless of the fact she lied, to the system, she is STILL 13. Strict liability goes against the "Mens Rhea" act, stating that there has to be Criminal "intent" to pursue a Conviction. When I saw the picture I would guess over 15 but under 20, but I might believe her if she said she was 19. Sometimes you can't tell how old someone is. I had a friend who was 27 we thought he was 35-40. I have a girl in my class she's 15 but but even from her behavior she seems 30. I know a guy 40 but he looks to be in his twenties.
