pure random chance from what i understand. you've got a 1/251 chance in getting celebi.

also, stages that are littered with pokeballs (pokemon stadium in adventure mode) or where you can spam pokeballs (training mode) presumably do not have mew or celebi because it makes the odds easier.

@klippie27 the fish, goldeen, is a dud. however, people claim to have been attacked by it. they say it's rare, but if you do get hit it potentially kills you in one shot

if it's true, i'm guessing it's a reference to the move, horn drill in pokemon, goldeen can learn it, and it misses alot, but kills you in one shot if you get hit, however, i can't confirm if that's true

You forgot to include Latias.

Yes, you can get Latios in a Pokeball, and both Latios AND Latias will fly by the screen at high speeds, smashing whatever is in their path. The same thing happens if Latias comes out of the Pokeball. Both can be seen breifly before the attack, if that Pokemon is the one that comes out of the Pokeball. Also I don't remember seeing Raikou or Zapdos, either.
