They need to regulate the economic aspects of the internet more (Ebay, banking, internet fraud, gambling, etc.) without censoring the social aspects of the internet (Youtube, Myspace, Facebook, Twitter, Wikileaks, news, information and access to websites).
There should be neither a plan or policy...it doesn't matter if they claim to be "protecting" the internet. This is how the government starts it's controlling manner. They start off saying it's going to help the consumers, but in reality it just gives the government more control.
If the consumers should be in charge, why do we need Congress to outline the plan and create a policy?
