simply put: Education. IN GENERAL most black people haven't had the same opportunity for education as MOST white people have. Equal opportunity between all races didn't arrive with the end of slavery or with the civil rights acts of the 60's. You can obviously see in tailor parks places white people can live in neighborhoods just as undesirable or even more. what do these communities have in common? A lack of education is one thing.
