You were probably not in any danger, unless there was a tornado spotted on the ground. Tornado WATCHES are the indicator that conditions are good for tornados, but none have been sighted. A WARNING means a tornado is on the ground, or indicated by radar. Usually, when radar is indicating rotation, there is not a tornado on the ground, but it is best to heed the warning and seek shelter. You are only in immediate danger if there is a tornado sighted.

@xkaaayy A tornado warning means that a tornado has been spotted and/or indicated by Doppler radar, that that the storm with a good probability of producing a tornado is in, or will be in your county/region, or in your part of the county/region shortly. In Wisconsin, as far as I know, the water table does not interfere with the digging of basements. He is exposing himself to at least some danger by actually going outside.
