I usually find the women in anime annoying, but Rukia(i know mainstream!) always was a fav because of all the chars, she is the weakest. She never gets a bankai, never gets an amazing power increase, yet always fights the same level of opponents as her comrades and ends up nearly dying at the end of every fight, she is truly a badass.

I'm still not convinced she was actually stronger than Theresa, because even in the manga Theresa is totally owning her using only 30% of her youkai compared to Priscilla's 80%. Theresa is just a fucking monster. In one of the back stories, it's shown that the previous Number one awakened solely to get revenge on Theresa. Theresa ripped this powerful awakened being apart with her bare hands; using only 10% of her youkai.

Well, Theresa is the most no-brainer addition. Because she's a fricking unexplained monster in both the anime and the manga. She's just so much stronger than even the strongest character. In the manga she defeats Priscilla, who is using 80% of her youkai (demonic energy that becomes uncontrollable), while only using 30% of her own. Theresa was fully capable of beating anyone in the Claymore world, and she's one of the only anime women I can think of that are the strongest in their storylines.
