He's actually from Houston, Texas. Actually he's from Spring, Texas, just north of Houston. He graduated from the same HS as I did, so he knows a real accent. City Texans have a lighter version of the Texas accent, it gets heavier the farther you get away from the big towns.

Actually, it makes perfect sense. He's locked out of his usual eating venue, and left with only two options, to not eat until he can get to that venue (which will render his food cold and inedible, thereby rendering that option unacceptable), or eat at some other venue, such as Penny's. As Penny's place is a place where food is regularly eaten, and is not dirty (which Sheldon himself has attested to), then it must be deemed an acceptable substitute. Logical progression: If not A then B.
