It isn't lightning. Those flashes are from powerlines coming into contact with branches as they sagged lower and lower under the weight of the snow. The reason there were so many flashes during that storm and the storm last year is because the branches gently bent into the lines without knocking them down and cutting off the current (at least initially.) I just uploaded a video showing the same electric arc being caused by lightning in Rockville.

Those are power flashes (aka transformers exploding), not lightning.
