If you press the 'i' key over the world box in the world bar, it comes up with a list of things you can do, one is to set the horizon RGB, that what it is.
Like in Blender, well i just set the flag and the grass to a softbody and made the wind and there it is. The background i just had it change overtime, that is pretty much it.

I used (i think) just a vertex that has the halo texture enabled, and then the brightness turned way up.
