I don't think those coments were there to make Chekov look like he didn't know his Russian history, they were put in as a commentairy about how in each society humans have a tendancy to view their own group (nation, religion, etc) as the most important group in existance, so anything important that ever happened must have been done (explored, discovered, invented, etc) by their own group. Rodenberry used a Russian to show this because it is easier to see when it is someone else's group.

We don't have any dialects in Russia actually. The regional differences are very insignificant, subtle, so you never know what part of country someone is come from. So we all pronounce V hard (not that I want to criticize the actor though, I loved Star Trek when I was a child)
