I played the stage in your way. But I always get one or two witnesses and you no...I can't believe it! Maybe you played the PS2 version, so you can success.

The only time those occur is when you seemingly have a weapon out. Maybe that's it? Other than that, try avoiding the party guests.

Also try blowing the detonator at certain places, like I did outside. Make sure you don't grab the elephant rifle neither since that will surely ruin your rating. The witness thing is a glitch and it's unfortunate. There are very few solutions, which I just listed. Usually, it's related to the weapons.
