either you are not in the right nation? some cheats only work in certain countries (it sucks i know) but also it might be that you havnt unlocked the license to drive it yet, for example you need A license to drive the Kitano Gamestop Sport

You need ethier an A License or Burnout License.

Theres also a car that you can get if you have a C license,but you need the PAL version of the game.
