Traffic signs apply to all peoples, the only time it doesn't apply to civil and social services is when there's an emergency and they need to bypass the law to do their job faster and more efficiently. For cops to throw on their sirens at red lights and park in illegal spaces on a regular basis is just as illegal for them as if a civilian did so.

3.The police behaviour was unacceptable, but the activist's behaviour was very provacative and also not acceptable. It reminded me of a mid-episode bi-polar person, actually. Police should have taken him to a psyche ward. There was no reason at the beginning for the agressive manners.

I was certainly not only pissed that the cop was idling, this was the culmination of events and after the dust had settled, it seems that the cop was not there to harass me (says cop). So in that respect I was wrong but that just proves that the cop was indeed idling - which is illegal in the city of Vancouver.
