There's a list every year with the names of the hurricanes preapproved, so I highly doubt that Gustav has anything to do with the fact there a war between Russia and Georgia

So tell me, why hasn't adequate funding been put up to build a proper levee yet ? The Netherlands knows how to build levees that work properly, get them in to help. This problem is far from insoluble, you can even throw money at it and it WILL go away.
