I used Adobe Photoshop & Imageready, Adobe After Effect to make this.

If you have Illustrator you could easily make vectorized pictures (so you wouldn't need to ink and color them in photoshop). Real anime studios normally use Retas!pro for this.
You don't need Imageready if you have After Effects though...
