There`s a scene in Napoleon Dynamite where he`s watching Pedro ride his bike over a ramp. If you pause the film you can see a long Chemtrail strand in Napoleon`s hair. It looks kinda like the stuff in this video. This strand in this video is morgellons fibers and you definitely don`t want to get it burrowing under ur skin.

It's off in colour, oddly textured and not really the right look to be a spider's web, so I'mma assume that it's maybe a mix of both perhaps?
