That's Peter Fernandez, who VOICED Speed Racer in the American dub over all those years ago.

Check the credits - he's listed there as "Local Announcer".

I knew this movie was a love letter to the old cartoon, but when they actually let the guy who voiced the original have a major cameo, you KNOW they have a lot of class.
