Here is an easier way. Go to the builders merchant and buy some "brick acid". This is mostly hydrochloric acid AFAIK. It is used for cleaning cement off trowels and shovels and for getting rid of "efflorescence" (lime stains that sometimes appear when the brickwork dries out) The acid will usually dissolve the rust within half an hour but the problem is stopping it rusting again. Empty out the acid and put washing soda crystals in the tank (NOT caustic soda) Add water rinse & dry.

How does it clean the ends of the tank? Can you tilt the angle to make the screws go down the tank>
