Otis GEN2 elevators rarely go the wrong direction. Same situation in my apartment building. If the voice says "Going Down" you HAVE to press the floors below the floor you're on, or they will act like the floor is locked.
But in your case, they are locked off with an RFID key.
When I rode that left one I saw a counterweight in the shaft on the right of the rear door.

In this initial case, no floors worked, probably because the "wrong" ones were ignored, and the "right" ones were locked.
